This: backups might be a pain to handle. Bitwarden does that for you + redundancy.
Depends on the amount of work the person does. I know I’m a lazy self hoster that takes time to update software.
It’s important to specify that the items are encrypted using a key derived from your password, so Bitwarden themselves don’t have access to your passwords even if they wanted to.
Since they handle redundancy and backups I think it’s fine staying with them (+ great product)

You can’t pull the file from your own device anyways. It would require device -> server -> device to then transcode locally

It’s mandatory, sadly. What you’re asking for would require using other software on different devices, and wouldn’t be easy to use for end users.
I guess I never found out how to do that. I’ve been using VLC for many years and never found a way to encode a file to something else, change its bitrate, and save to disk. It doesn’t work on iOS for sure.
VLC is anything but intuitive and I’m pretty sure you can’t encode media and save it on your computer, and for sure not on mobile devices
Just tried massiveGRID and their VPS have massive issues. They randomly halt for a second to 5 seconds and just stops responding to any call. Sometime I randomly see a packet with 1000ms to 2000ms with no reason, while CPU usage is under 10% and the server is basically idling (on a simple ping).
This shit happens every minute or so, it’s so annoying
