These entities all have similar names and share similar origins, having been started by the founders of Open Collective and incubated in the Open Collective ecosystem, but are independent nonprofits with their own budget, accounts, staff, board of directors, and mission. Open Collective, Inc. seemingly has nothing to do with OCF shutting down and neither entity has claimed anything to the contrary.

Genuine question: is there a reason why Syncthing’s ignore function doesn’t work for you? Because that’s what I would suggest, but it seems you’re already aware of it.
ETA: Maybe Resilio Sync might work for you? It touts selective sync. Since it’s based on the BitTorrent protocol, it might also chunk data, but it’s worth checking out.
