Power delivery has different requirements, so it’s normal that not all ports allow it. And it’s also possible to have USB-C ports that are only on USB 2.0 hardware.
It’s just for using as shared storage between several devices. Just receive files from whichever device I’m using, and serve them later to another device. Basically to replace having to use an external drive and swapping it between devices.
That looks pretty decent. I don’t like the toaster form factor, but I’m sure I can just use SATA extensions and 3d print a good case for it.

I would look for the next generation of GPU if you can find it. You should be able to find an RX 7600 for about the same price, and would get better performance and longer expected useful lifetime from it.
The one-PC-two-users thing is indeed more of a gimmick than an actually useful prospect. You can find videos of it being done, but it’s really not as nice as one would hope for.
